Currently construction of office and industrial premises with total area of about 3 thousand square meters is about to be completed at the Northern Site of the Tomsk Special Economic Zone (hereinafter referred to as the SEZ), with the office space area of about 1 thousand sq m. The premises will be commissioned by December 1, 2013. For the SEZ residents, office rental will be 430 rubles monthly per 1 sq. m., including utility bills (long-term contract for more than 11 months); 496 rubles monthly per 1 sq. m., including utility bills (short-term contract for less than 11 months.) For the SEZ non-residents, office rental will be 526 rubles monthly per 1 sq. m., excluding utility bills.

A resident of the technical and innovative type SEZ shall be a sole proprietor or other business entity, except for a unitary enterprise, registered as per the Russian Federation legislation on a municipality where a special economic zone is located and those who concluded an agreement with the governing bodies of special economic zones on the technical and innovative activity pursuant to the terms and procedures stipulated by the Federal Law No.116-ФЗ dt. 22/7/2005.

4 Steps to become a resident:

1. . An applicant shall submit a bid for residency, business plan and necessary documents to JSC “Special Economic Zone of Technical and Innovative Type “Tomsk.” Additional documents are:
   - A copy of state registration certificate;
   - A copy of the tax registration certificate;
   - A copy of the constituent documents;
   - Business plan drawn up as per the requirements of the Ministry of Economic Development of the Russian Federation.
2. The project is reviewed by the Supervisory Board of the Special Economic Zone of Technical Innovation Type in Tomsk;
3. The project is reviewed by the Expert Council for Technology Development Special Economic Zones;
4. The Ministry of Economic Development concludes an agreement with a potential resident on technology development activities within the special economic zone in Tomsk.

The Ministry of Economic Development of Russia, federal executive authority authorized by the Government of the Russian Federation, is to put a SEZ resident on the register within three days after signing an agreement on the implementation (conduct) of industrial production, technology development, tourism and recreation activities or activities in the port special economic zone.

A sole proprietor or other business entity is recognized a special economic zone resident on the date of the registration as a special economic zone resident.
