Tomsk is one of the best innovative regions in Russia. For 15 years its governor Viktor Kress has been building the innovation infrastructure, "innovation elevators", at the time when the federal government did not even talk about modernization. Today, there are companies in Tomsk Oblast which were born in garages and developed into serious businesses, such as Micran. Tomsk's innovation model is different from that of Perm – it stems not from industry but from academia-based start-ups.
