Center for innovation in Tomsk to enable development of unique business environment

Creation of the INOTomsk'2020 Center for Education, Research and Development will enable development of a unique innovative business environment in Tomsk Oblast by 2020 and further replication of that experience in other regions, believes First Deputy Governor of Tomsk Oblast Oksana Kozlovskaya.

Previously, it was reported that the Government of the Russian Federation approved the concept of the project for creation of a center for education, research and development in Tomsk Oblast. The Decree by the Russian Government of October 6, 2011 says that the Ministry for Economic Development shall ensure implementation of the concept and the Ministry of Finance, the Ministry of Education, the Ministry of Regional Development, the Ministry of Transport, and other federal executive bodies concerned shall follow the provisions of the concept.

The cost of the project for creation of the INOTomsk'2020 Center for Education, Research and Development in 2011-2013 will cost the budgets at all levels and private investors 39.9 billion rubles.

The concept also features construction projects such as a university campus on the left bank of the Tom River, a Presidential military school in Tomsk, a clinical and diagnostic center for the Tomsk Research Institute of Cardiology of the Siberian Branch of the Russian Academy of Medical Sciences, a Tomsk – Novosibirsk highway, a railway bypass around Tomsk, the second main trunk railway Taiga – Tomsk, and a motorway connecting Akademgorodok (the Southern Site of the Tomsk SEZ) and the Tomsk airport.

"The main idea of the concept is further development of a unique business environment and integration of all components of the regional innovation system with a single goal to achieve annual renewal of highly qualified human resources and motivate them to stay and work in Tomsk Oblast," Oksana Kozlovskaya said on Tuesday at a press conference in the Regional Media Center of RIA Novosti News Agency.

"The first section of the Decree has actually confirmed the status of Tomsk on the innovation map of Russia," she added.

Oksana Kozlovskaya also emphasized that it is the first time that such a development model has been adopted in Russia.

"The concept was adopted to take advantage of the example of Tomsk Oblast for the development of a model that could be replicated by other regions which have enough innovative potential for development," she said.

She believes that one of the key topics of the XV Tomsk Innovation Forum in 2012 will be a discussion of development models for centers of innovations.

"The 15th Innovation Forum will obviously be centered on this subject – various models implemented in Russia and abroad for the development of world class centers for education, research and development. We will discuss what we can use and what we can offer to our partners and colleagues."

Also, Oksana Kozlovskaya said, the government of Tomsk Oblast will try to provide an answer to this question working on a program for innovative development of the region for 2012-2016 in cooperation with the World Bank.
