Association of Innovative Regions of Russia

Memorandum on the creation of the interregional Association of Innovative Regions of Russia (AIRR, Association) was signed on May 21, 2010 in Tomsk at the XIII Innovation Forum INNOVUS.

Key goals and objectives

• Stimulate effective innovative development of member regions
• Share experience in the creation of favorable legal, economic and social environment to develop innovations in Russian regions – AIRR members
• Organize cooperation with similar regional associations abroad to find partners for implementation of joint projects
• Promote innovative products of the Russian regions – AIRR members in the foreign markets
• Take part in the development and implementation of joint programs and projects, particularly the federal programs and projects
• Create trans-regional information structures and databases to ensure the best managerial decisions

The Association is run by the AIRR Council and Executive Board. The AIRR Supervisory Council controls compliance with the legislation and interests of the Russian Federation and provides expert support in the implementation of the statutory goals. The AIRR Working Group consists of the representatives from each AIRR member region.

Ivan Bortnik, Chairman of the Supervisory Council of the Fund for Assistance to Small Innovative Enterprises and founder of the Fund is the AIRR Executive Director.

Tomsk Oblast Governor Viktor Kress was the Chairman of the AIRR Council from the date the Association was established till March 2012.

On April 5, 2012 the AIRR members and Council elected Rustam Minnikhanov, President of the Republic of Tatarstan, Chairman of the AIRR Council.

Sergey Naryshkin, Speaker of the State Duma of the Russian Federation of the 6th Convocation is the Chairman of the AIRR Supervisory Council.

The AIRR Council includes the leaders of Tatarstan, Irkutsk Oblast, Kaluga Oblast, Novosibirsk Oblast, Krasnoyarsk Krai, Perm Krai, and Mordovia; Pavel Kadochnikov, Vice Rector of the Russian Foreign Trade Academy; Anatoly Chubais, Rusnano Board Chairman; Yuri Udaltsov, Rusnano Director for Innovative Development; Vladislav Surkov, Deputy Prime Minister; Vladimir Mau, Rector of the Russian Presidential Academy of National Economy and Public Administration; Igor Agamirzyan, CEO of Russian Venture Company, etc.
