Investment climate improvement program

The regional program “Investment climate improvement in Tomsk Oblast in 2011-2014” was developed by an order of the Russian President under the Annual President ’s Message to the Federal Assembly of the Russian Federation of November 30, 2010.

Since 2005, Tomsk Oblast has achieved significant progress in the creation of a favorable investment climate under the Tomsk Oblast Development Strategy for 2020:

• Government support and targeted support for investor’s projects are being provided

• Investment Council chaired by the Governor of Tomsk Oblast is functioning

• Regional program “Investment climate improvement in Tomsk Oblast in 2011-2014” is being implemented

• Since 2007, Tomsk Agency for Investment Promotion has been working in the Oblast

• In October 2011, by Edict No. 1756-r the Government of the Russian Federation approved the concept of a project for the creation of a center for education, research, and development in Tomsk Oblast

Investment performance of Tomsk Oblast in 2010:

- Second position in the Siberian Federal District (SFD) for fixed investment per capita

- One of the 13 Russian regions with foreign direct investment per capita above the Russian average, and the first in the Siberian Federal District for that indicator

- The 11 ^th region in Russia and the first region in the SFD for foreign direct investment relative to the GRP
