More than 100 investment projects in various fields and clusters have been implemented in Tomsk Oblast since 2005. Investments in mining operations account for 40%-60% of the total amount of the fixed investment (in big and medium-sized companies). Investments in transport and communications account for 13%-17%; manufacturing – 10%; subsurface exploration and surveys – 3.5%; energy, gas, and water production and distribution – 3%; construction – 2.6%; agriculture – 2.2%. In 2010, investments in the fixed assets of big and medium-sized companies totaled 75,753,880,000 rubles, 44% more than in 2009. In 2010, Tomsk Oblast ranked second among the regions of the Siberian Federal District for the amount of fixed investment per capita (72,600 rubles in Tomsk Oblast against 64,000 rubles on average on the national scale). In the structure of fixed investment by forms of ownership Russian ownership accounts for over 70%; the other categories are foreign ownership and Russian-foreign coownership. Cumulative direct foreign investment in the economy of Tomsk Oblast by the end of 2010 totaled 1,565,700,000 US dollars. Key investor countries are Cyprus, Ireland, Sweden, Switzerland, China, Germany, Singapore, and Kazakhstan. Natural resources sector, particularly mining, is the most prominent destination for foreign investment.

Federal and regional government support is provided to the investment projects for the development of the manufacturing infrastructure in areas such as industrial production, agriculture, public utilities, health care, small business, etc., and the investment projects involving research activity and creation of innovative enterprises.
