Ecological situation in Tomsk Oblast
Environmental health, conservation, and biological diversity are in the focus of attention of the legislative and executive authorities of the region.
These issues are tackled in the Oblast with a strategic planning system within the scope of target-oriented programs. In 2005 Tomsk Oblast Development Strategy for 2020 was adopted and in 2007 – Tomsk Oblast Socioeconomic Development Program for 2006-2010 and until 2012. These strategic program documents outline the following environmental goals which are based on the conservation principles.
- Environmental health as a prerequisite for a better quality of life and healthier population
- Environmental conservation and equal access to natural resources for the present and future generations
- Public control over environmental decisions
In general, the environmental situation in the region is evaluated as satisfactory. However, a number of problems are yet to be resolved.

INTERNATIONAL ACTIVITY
Global environmental change and an increasing impact of natural, social, economic, and political factors create a need for greater international cooperation. Environmental problems cannot be resolved without joint efforts on a local and global scale.
Recently, Russia has been improving its environmental protection management system within the scope of the project of the European Union “Harmonization of Environmental Standards II – Russia.” The project is aimed at the practical aspects of implementing in Russia the integrated permitting principles currently applied in the EU. A pilot project will be launched in Tomsk under which the industrial norms will be set in compliance with the EU standards.
Representatives of the Department of Natural Resources and Environmental Protection of Tomsk Oblast took part in the international exhibition International Green Week Berlin in January 2010). The participants of the exhibition were particularly interested in the proposals to organize hunting tourism in Tomsk Oblast and export of wild herbs, edible berries and mushrooms, and herbal teas. The government supports the Oblast enterprises in the export herbal product development and preparation of required documents.
Within the scope of the cooperation with the French National Center for Scientific Research in Ket-Chulymsky forest area a field study of the carbon balance trends in the taiga forest during harvesting operations and forest fires was carried out. The study was conducted under the international network project “Study of the biogeochemical carbon cycle in the Western Siberian wetlands against the background of climatic changes” (Toulouse, France).
