Economic situation

The contribution of Tomsk Oblast to the national economy is significantly higher than its contribution in terms of demography. The region has a strategic goal to create a dynamically developing, balanced and competitive high-income economy. An analysis of the development indicators of Tomsk Oblast in 2004-2010 revealed sustainable positive momentum, growth of cash income per capita and reduction of unemployment in the region. The Tomsk Oblast Administration has set a course for the development of a new innovative economy. In 2010, the share of research and educational complex and high technology business in the GRP of Tomsk Oblast was 15%; R&D spending was 6.2 billion rubles (2.2% of the GRP against the national average below 1.4%). The patent activity in Tomsk Oblast is twice as high as the average in Russia: 494 patents including three foreign ones were obtained in 2010. In October 2011, the Russian Government approved the concept of a project for the creation of a center for education, research and development in Tomsk Oblast (INOTomsk 2020).

Since 2003, the system of regional support measures for investment activity has been in place. Today it has developed into a fine-tuned, efficient and fast response system. Its transparency is secured by a dedicated regulatory framework.

Traditionally, Tomsk Oblast ranks among the leaders in Russian and the Siberian Federal District for key small business development indicators.

In 2010, the GRP (in basic prices) was 281.7 billion rubles (almost 1% of the Russian GDP), exports – 612.7 million US dollars, imports – 172.5 million US dollars.
