Proposals for improving the investment climate in the Tomsk region were presented in the legislative Duma

Administration of the region initiated changes in the regional laws, laying down a procedure for granting of state support and additional tax benefits for investors.  

Yury Gurdin, Deputy Governor of the Tomsk region for investment policy and property relations explained that amending laws entails “inclusion” of several incentives to enhance the investors’ activity.

In particular, it was suggested to introduce in the Act “on granting of additional tax benefits for organizations engaged in investment activity on the territory of the Tomsk region” a provision which entitles the investors to receive support not only for creating, but for preserving high-performance workplaces.

Amendments to the Act “on granting of additional tax benefits for organizations engaged in investment activity on the territory of the Tomsk region” are aimed at the stimulation of the investment projects in the oil and gas industry.

We proposed to extend the additional tax benefits to property and profit of organizations realizing projects in the area of hydrocarbon exploration, - Yury Gurdin said. – Our oil is harder to produce than in the surrounding regions. There aren’t any development tendencies in this sector of the economy: the volumes of oil production on the territory of the region in recent years remained at the same level – about 11 million tons per year and forecast indicators of exploration activities and investments are lowering”. At the same time, the Tomsk region has significant potential in terms of oil output expansion. Granting of tax benefits will increase motivation of the companies in the implementation of investment projects on the territory of our region.

Amendments will be considered at the upcoming meeting of the legislative Duma of Tomsk region.
