The Tomsk region to become a pilot region on difficult-to-recover hydrocarbon reserves

The Governor, Sergey Zhvachkin met with the Minister of Natural Resources and Ecology, Sergey Donsky in Moscow,  it was agreed that the Tomsk region will become a pilot region on studying  new methods of research and extraction of difficult-to-recover hydrocarbon reserves.

 The head of the region and the head of the Ministry of Natural Resources discussed the situation on fulfillment of license agreements by the users of mineral resources and possible changes to the rules for issuing licenses for the development of hydrocarbon fields.  Sergey Zhvachkin and Sergey Donsky agreed that the Tomsk region will become a pilot region on studying new methods of research and extraction of difficult-to-recover hydrocarbon reserves, including the Bazhenov formation. A working group will be established for this purpose, including representatives of oil companies, institutions of the scientific and industrial complex and the Ministry of Natural Resources.

Sergey Donsky accepted the offer of the Tomsk Governor to visit the Tomsk region. The Minister will participate in the inter-regional meeting “The Tomsk region – entry point to efficient, innovative stage of development of subsoil use in the Russian Federation, which will be held at the end of February- start of March. Further on it is expected to summarize the experience of the Tomsk region and disseminate it among the Russian regions.

“History of the Tomsk oil production dating back half a century, all these years our oil was harder to produce than in the neighboring Khanty-Mansi Autonomous District, therefore we have experience in the development of difficult-to-recover reserves. Nowadays in order to stabilize and increase hydrocarbon production, we need to start the development of fields that have a complicated geologic structure, low reservoir characteristics. It is evident that we can make it cost-effective only in partnership with our scientific and industrial complex and granting preferential treatment to the users of mineral resources” – Sergey Zhvachkin underlined.
