Tomsk State University of Architecture and Building (TSUAB) has become the leader in the Russian h-index rating for universities with the value of 16.
Voronezh State University of Architecture and Civil Engineering took the second position (h-index — 13). The third place was taken by Saint Petersburg State University of Architecture and Civil Engineering (h-index— 12).
Complex development program of TSUAB through to 2017 assumes increase in publication activity among the university scientists by two times. There is a stimulation system in the university, which assumes payments for publishing activity.

H-index or Hirsch index — scientometric index, suggested in 2005 by Jorge E. Hirsch, an american physicist from University of California, San Diego. It seeks to measure both the productivity and impact of the published work of a scientist or a group of scientists based on the amount of publications and how often they are quoted.
