Governor Sergey Zhvachkin met with Prime Minister Dmitry Medvedev

On April 8, Tomsk Region Governor Sergey Zhvachkin discussed priority regional projects with Russia's Prime Minister Dmitry Medvedev. The working meeting was held in the Head's of the Government residency in Gorki (Moscow area).

During the one-hour meeting the Governor told the Head of the Cabinet about the social and economic situation in the region as well as about implementation of INOTomsk'2020 Federal Project in Tomsk Region which involves creation of  a world-classresearch and educational center and regional satellite projects.

According to Sergey Zhvachkin, during the two years of INOTomsk'2020 execution, National Research Tomsk State University and National Research Tomsk Polytechnic University won a contest initiated by the Ministry of  Education and Science and hit the top 15 Russian higher education institutes, the residents of the first in Russia Technology Innovative Special Economic Zone (SEZ) invested RUB 5 billion, and five new high-tech productions were established as part of the 218th RF Government Decree. At the same time, the on-going concept of the Project accounts for the amount of 2011–2013 financing only, it needs to be updated based on new federal initiatives. As was stated by the Governor of Tomsk, among the projects which are expected to appear as part of the updated INOTomsk'2020, there are construction of new education and social university blocks, special economic zone facilities, and building on the river Tom shore of a new research and educational, cultural and business center  which will be called Tomskie Naberezhnye. For the years 2015–2016 all the aforementioned projects will require over RUB 7,8 billion.

Speaking about Tomskie Naberezhnye Center, Sergey Zhvachkin noted that the top-priority task is to stabilize the right-hand shore of the Tom river and to involve the wave-built land sections into the construction. During the next two years this project will require about a billion rubles of investments. The Governor asked the Prime Minister to include the Project in the Federal Special-Purpose Program for the Russian Federation Water Utilization System Development in 2012–2020.

As the Governor of Tomsk informed the Head of the Government, in order to complete revamping of the airfield infrastructure at Bogashevo airport, which was granted the international status due to appearance of the SEZ  in Tomsk, over RUB 2 billion are still required. In 2011, a relevant project totaling to RUB 2,7 billion was developed as part of Federal Special-Purpose Program for Russia's Transport Infrastructure Development in 2010-2020, though RUB 690 million only were actually allocated for the project.

Sergey Zhvachkin also told Dmitry Medvedev about a plenary session of the Asian Network of Major Cities which is planned for September this year and will involve the heads of 12 city members of the international organization. Tomsk Governor asked the Head of the Government to give the region a financial support in order to get ready for this high-status international event, this will include repairs of the region capital's roads.

Following the results of the meeting, Dmitry Medvedev appointed persons in charge of implementation of the Tomsk projects. Thus, the Head of the Cabinet put INOTomsk'2020 Project under the care of Vice Prime Minister Arkady Dvorkovich, construction of barrier facilities for Tomskie Naberezhnye Project was handed over to Sergey Donskoy, Minister of  Natural Resources and Ecology, and Transport Minister Maxim Sokolov was tasked with reconstruction of Bogashevo airport. Dmitry Medvedev charged Anton Siluanov, Head of the Ministry of Finance, with studying a possibility of getting the Tomsk projects federally funded.

'Development of INOTomsk'2020, Tomskie Naberezhnye, Special Economic Zone, and Bogashevo International Airport are the projects of federal importance and these are interrelated projects, pointed out Sergey Zhvachkin after his meeting with the Prime Minister. The federal support is certainly essential for us not only because of its additional financial resources, but also as a push for the quickest implementation of the projects, a message to investors. Dmitry Anatolyevich heard us'.
