Ten new projects in SEZ “Tomsk” in 2013

In 2013 in SEZ”Tomsk” appeared ten new projects with total volume of about 900 million rubles investment. At the end of the year there will be 60 SEZ residents registered.

Based on the results of 2013, the federal and regional budget financed construction of infrastructure objects on the SEZ territory at a cost of 693 million rubles. The volume of private investments was 1210 million rubles, so for each budget ruble we managed to attract 1.75 ruble of investments.

“The major part of the residents projects passes over from the stage of investments in research and development work to the stage of production and launching of innovation products, manufactured in the SEZ “Tomsk” territory,” said Konstantin Kaminskiy, the Head of “Tomsk” SEZ.

Also he informed that the residents construct actively their own resident objects in SEZ. The facilities of LLC “RPE Stels”, LLC”Crystal T” companies are in the high level of readiness. The LLC”STI TDSK” started their construction. In 2014 construction of five resident objects is planned.

Furthermore, the Supervisory Committee of SEZ made a decision to join 62ha reserved territories at the North site. In 2013 at the South ground the Scientific Innovation Center was taken into operation in which the complete cycle of implant manufacturing of the Russian – German Company LLC” MOJE Keramik-Implantate” was started. Also design of the Expocenter of 6 thousand m² area and Engineering Center is being developed.

In general there are 26 lots 1 to 4 ha in area on the South ground, 14 of which were given to the residents for construction of own facilities and 12 lots are still unoccupied.

“Our priority goal is to make SEZ a new district of business activity, - said Konstantin Kaminskiy. The infrastructure was built, zone is filling with projects. Today SEZ is becoming a ground, which is extremely attractive for investment. Together with the Tomsk region Administration we work on attraction of developers both to the infrastructure objects (restaurants, playgrounds, temporary apartments for residents) and to the construction of office and manufacturing building”.

In 2013 in SEZ "Tomsk" the actual volume of the de facto executed investments increased by 25% (or 1.2 billion rubles) in comparison with 2012. The volume of the manufactured products increased – by 41% (or 1.7 billion rubles in 2013) up to 4.3 billion rubles. Actually for today the residents invested 4.98 billion rubles in SEZ. The volume of tax concessions, given to residents, was about 237.6 million rubles (increase by 33%). The volume of tax liabilities payable by residents increased by 21%. The companies paid 889 million rubles of taxes to the budget.

At the end of the year 2013 a new edition of the prospective plan of SEZ development was elaborated (the previous variant was approved by the Ministry of Economic Development and Trade in 2011). By 2020 7.15 thousand jobs should be created on the SEZ “Tomsk” territory, the investments of residents in SEZ will reach 25 billion rubles by that time. The volume of sales of innovation products will be more than 32 billion rubles, the taxes paid by residents will be more than 11.5 billion rubles.
