Multifunctional centers and business support centers to be involved in optimization of registration in the Tomsk region

Commission on better performance of the Tomsk region in the National rating of the Russian investment climate under the direction of Andrey Antonov, deputy governor for the economy, has reviewed the options of registration optimization for enterprises and property rights.

Efficiency of the registration procedures is included into the list of factors which influence a region position in the National rating. According to pilot rating Tomsk region is in the best group (А) in the number of procedures, necessary for enterprise registration (3,6), and based on the efficiency estimation of  authorized public authorities (4,5 points). The average time for enterprise registration, according to entrepreneurs-polees, in the Tomsk region is 16.6 days with only 11 days in regions at the top of the list.

According to Irina Zhalonkina, deputy head of Department of the Federal Tax Service for the Tomsk region, enterprise registration requires only four documents: state duty payment receipt, application, shareholders’ solution and company charter. In May 2014 in compliance with “road map” 50 % advance payment of charter capital, notary certification of applicant signature and the obligation to notify tax authorities of a new bank account are abolished. In addition, registration applications can be submitted on-line via Federal Tax Service website or in the Multifunctional center. Irina Zholonkina said that “The processing of the documents takes five days. However it often takes applicants several weeks to pick them up.”

The commission advised the tax authorities to plant terminals for state duty payment for visitors’ convenience, and distribute information about business support centers, that can help prepare the charter.   Andrey Antonov: “We must foresee everything that makes it easier faster for people to receive the services. The time required for company registration can be narrowed down to 7–8 days, if the procedure is clear and convenient.”

In indicator set “efficiency of property registration procedure” the time period is the most problem for the Tomsk region. Our region was listed in the group D with 46.6 days result, with average indicator in the best group — 15.2.

Sergey Zankin, Head of Federal service administration of state registration cadaster and cartography for the Tomsk region, said that the processing of the documents takes 1 to 18 days depending on the type of property and transaction. In reality people have to wait longer and return to registrars several times due to many mistakes made in the documents.  He explained: “In cases like these, our employees work with clients individually, and they can submit the rest of the documents through a special window. However we cannot perform the check unless we have all the documents.”

According to Sergey Zankin, one of the main problems consists in lack of qualification of employees of Multifunctional center that receives up to 20 % of applications and this amount will grow. It’s important to detect mistakes at the stage of submission. In addition, Multifunctional center could have special windows and hours for municipalities and major enterprises, which often have to register several dozen transactions at once.  

Andrey Platonov: “This is reasonable in terms of time saving of the customers, as well as of quality of document handling upon submission, because there can be several qualified specialists working with these clients specifically.” He also delegated to prepare specific offers for the Multifunctional centers administration.

In the pilot National rating of Russian investment climate, prepared by the Strategic Initiative Agency in 2014 according to the results of investigation in 21 regions of Russia, based on integrated index, the Tomsk region was listed in the group of best rated Russian Federation constituents.
