The governor of Tomsk region announced five regional priority projects of this year

On June 2 during the report over the year 2013 prepared for the deputies, the governor of Tomsk region Sergey Zhvachkin highlighted five priority projects that will continue in 2014.  

The first project - updating of the concept “Ino Tomsk`2020”. By instruction of the prime-minister Dmitry Medvedev the corresponding working group will be led by vice prime-minister of the government Arkady Dvorkovich with whom the governor has already hold several meetings. The project target  - to recruit federal funds for all “beacon” projects of Tomsk region.    

The second regional project – modernization of production at “Tomskheftekihm” enterprise, which was initiated by “Sibur” holding. The company will invest over 8 billion rubles into this project to ramp up production. As a result, the joint revenues into the region`s budget within 2014-2020 will be 8.6 billion rubles with the budgetary effect of 1.5 billion rubles.    

The third project – commissioning of a bridge over Vahk river. In 2013 115 million rubles were allocated for construction, a similar investment to that of 2012. Overall investments volume will be 9 billion rubles. The head of the region has agreed with the governor of Khanty-Mansi Autonomous Region Natalya Komarova and the investor of “Mostostroy-11” company that the financing of the construction project will be performed with the use of public private cooperation mechanisms and shares equal with those of Khanty-Mansi Autonomous Region. An 8-year installment is provided.   

The fourth regional project – launch of electronic equipment plant of “Mikran” company this year. Overall investment volume is over 760 million rubles, the plant will provide 400 high-performance workplaces with a salaries higher than average in the industry.

The fifth project  - initiation of agglomeration of the city of Tomsk, Seversk and the Tomsk region. The governor Sergey Zhvachkin emphasized that the process is not about simply association, merger or uptake, but it will be complex and coordinated development of municipal units, efficient use of lands, transport and utility infrastructure, adjacent territories, modern residential and business building, common principles of management and work with investors.  

‘We are at the beginning of our path and we must fix everything that hinders agglomeration” ,- said the governor. – In Tomsk and Seversk we managed some order in land and municipal development policy but in Tomsk district the situation is much worse. Tomsk district is a gate of the region and a key territory of “Big Tomsk” – our agglomeration. Whatever means of transport a person uses, he always comes first to Tomsk district. So what would he see? They will see chaotic housing development, roadside shops of the “90`s in Russia” style, complete disarray in the use of agricultural and forest lands”.    

“We have to put an end to rabid transition of agricultural and forest lands into construction sites. Land assets of Tomsk region are our greatest treasure, the main argument in talks with investors and a leverage in the development of taxable base. Yet one more year or two with the current policy will take the lands from Tomsk district, but these lands are the key territory of the agglomeration”.
