Sergey Zhvachkin told deputies of nine “beacon”-projects

On June 2 within the framework of the yearly report for the deputies of State Legislative Duma of Tomsk region governor Sergey Zhvachkin told about the implementation process of nine high-priority regional “beacon” projects.   

A year ago the head of the region reported about the launch of high-priority projects: “Institutions of development”, “World status for the universities of Tomsk”, “Roads and transport complex”, “Tomsk gas for Tomsk citizens”, “Atomic breakthrough”, “Kindergarten for every child”, “Waterfronts of Tomsk”, “Academic Park” and “Economy of nature”.     

The governor also noticed that within the project “Institutions of development” in Tomsk two sites for an industrial park – the region received a 188-million subsidy for this project from the federal budget. The project “World status for the universities of Tomsk” also got a development boost – the last June the two Tomsk national research universities – TSU and TPU  - won a contest by the Ministry of Education and Science, entered the list of 15 Russian universities and developed “roadmaps” for entrance into the international list of “Top-100” universities. Speaking about the project “Roads and transport complex” the governor mentioned the commissioning of an international terminal in Tomsk airport and continuation of bridge construction over the Vakh River. The commissioning of the bridge is scheduled at the next year.      

“Alas, we`ve got nothing else to boast about, - said Sergey Zhvachkin. – Despite the fact that the Northern Latitudinal motor road is included into the Russian Transport strategy we`ve got no precise terms of large-scale works. We try to find a way out of a transport system trap both in the north by connecting our region`s town Strezhevoy with Nizhnevartovsk, and in the south by handing the road from Tomsk to Novosibirsk through Kolyvan into responsibility of the group of companies “Rosavtodor”. Also through public-private partnership we discuss the construction of a “Tomsk-Taiga” motor road with the estimated cost of 5 billion rubles. Yet our region still remains torn apart inside. Currently we try to find a way out by using river transport and light aviation but we have not achieved any significant results so far”.       

As a part of “Tomsk gas for Tomsk citizens” “beacon” development of gas infrastructure is going on in Tomsky, Shegarsky and Kolpashevsky districts of the region, initiative of gas infrastructure development was accepted in regard of Asinovsky, Zyryansky and Pervomaisky districts, Pobeda settlement in Shegarsky region. Also gas infrastructure with the use of condensed natural gas will be developed in Bakchar, Teguldet, Podgornoye and Voronovka settlements of Shegarsky region. Within the framework of “Atomic breakthrough” “Rosatom” corporation began concentrating production facilities of uranium hexafluoride at Siberian Integrated Chemical Plant. This will be achieved after construction of a new conversion production and continued work on construction project of pilot and demonstration power supply complex “BREST-300” – Rosatom invested over 2 billion rubles into it this year.        

“Our “Kindergarten for every child” “beacon” was especially “bright”, it is our breakthrough”, the governor highlighted. As a part of a public private partnership with “Gazprombank” and Tomsk homebuilding company it was the first time when 15 kindergarten projects in 9 municipal districts were initiated simultaneously. This year we open 7 of them: two in Tomsk, one in Seversk, Strezhevoy, Kozhevnikovo, Kargasok and Beliy Yar.      

In “Waterfronts of Tomsk” we accomplished pre-investment feasibility study of the area selection, prepared PRD for all engineering surveys and design of a dam, construction of which prime-minister Dmitry Medvedev committed to the head of the Ministry of Natural Resources and Environment of the Russian Federation Sergey Donskoy to include into federal target program “Development of water industry in the Russian Federation”. The first private investments have already arrived – “Gazprom” transferred 120 million rubles for the development of design documentation of Ushayka River waterfront and a segment of Lenina avenue in Tomsk.   

For the project “Academic Park – centre for sport and family leisure” the Tomsk administration acquired a 20-million subsidy for development of area planning documents. Good perspectives are seen in the project “Economy of nature” – policy documents have been prepared for forest, fishing, hunting and wild harvest gathering and processing industries, efficient work of enhancing those industries was performed.     Today the industry provides over 8 thousand permanent workplaces and 70 thousand during a season. Extra revenues of citizens reached 1.2 billion rubles, assignments to the regional budget – almost 600 million rubles.  

Sergey Zhvachkin emphasized : “Our “beacons” are the projects that will last for more than a year. They concentrate efforts of authorities, business and society and create new perspectives for investments. Those are not abstract daydreams about bright future”.
