The Tomsk Region adjusts its personnel training system to meet labour market demands

The plenary session of the All-Russian Forum Forecasting the Need for Personnel: Goals, Approaches, Results, held in Tomsk, discussed the synchronisation of workforce requirements with the activities of vocational and higher education institutions.
Today’s shortage of qualified personnel has emerged across various sectors of the economy, driven by rising productivity and digitalisation, both of which have increased the demand for skilled specialists.
Since 2025, the Tomsk Region has been actively engaged in implementing the national project called Personnel. The region is developing a forecast of staffing needs that serves as a reference point for educational institutions and employers, influencing admission quotas and the allocation of targeted places in colleges and universities.
For the Tomsk Region, the federal Professionalitet project, under the national project Youth and Children, represents a significant resource for training the workforce required to support economic growth, social development, and the implementation of investment and production projects.
More than 27,000 students are currently enrolled in the vocational education system in the region.
