A second industrial cluster is officially established in the Tomsk Region

The Ministry of Industry and Trade of the Russian Federation has officially registered the industrial cluster – Nonferrous and Rare Earth Metals. The cluster unites the enterprises TOMPE Ilmenite, Sibirskiy Titan (Siberian Titanium), the glass plant Interglass, ZKPD TDSK (the large-panel construction plant of the Tomsk Residential Construction Company), and Engra.
The total cost of implementing the projects within the cluster is expected to amount to 6.1 billion roubles. By 2031, the number of employees at the production facilities is projected to reach 1,829. The projects are planned to be realised between 2025 and 2031.
The cluster-forming enterprise is TOMPE Ilmenite, which produces glass, quartz sand, quartz flour and ilmenite concentrate.
TOMPE Ilmenite will supply quartz glass sand – the primary raw material for glass production – to the Interglass company. This cooperation will enable the glass manufacturer to supply glass containers, ranging in capacity from 0.1 to 1 litres, to enterprises in the food and technical industries. Sibirskiy Titan will establish production of pigment titanium dioxide within the framework of the cluster. Using quartz sand, the Engra company will produce silica fillers for automobile tyres. ZKPD TDSK will manufacture paving slabs for landscaping.
The new cluster is of significant national importance, as it will ensure Russia’s technological sovereignty in titanium and zirconium concentrates. In particular, it will meet 50 per cent of the demand of Russian car tyre manufacturers for synthetic silicon dioxide, which was previously imported from India, China and Germany.
Large-scale work is also underway to establish a Russian industrial cluster of electronics and unmanned technologies in the Tomsk Region. This cluster will be interregional and is overseen by the Federation Council of the Russian Federation’s Federal Assembly and the Russian Ministry of Industry and Trade. Additionally, work is underway to establish a chemical cluster in the region.
