Nikolai Patrushev Assesses Potential of Tomsk Science and Industry in Civilian Vessel Equipment Manufacturing

25.02.2026

Nikolai Patrushev, Assistant to the President of the Russian Federation and Chairman of the Marine Board of the Russian Federation, together with Anatoly Seryshev, Presidential Plenipotentiary Envoy to the Siberian Federal District, and Vladimir Mazur, Governor of the Tomsk region, visited the Samus Ship-Building and Ship-Repair Yard. The Presidential Assistant discussed the modernization of the yard and renewal of its fixed assets, as well as maintaining the proper technical condition of the buildings and creating comfortable working conditions for the enterprise’s employees.

The working meeting focused on additional measures to develop domestic competencies in marine equipment manufacturing. Particular attention was paid to increasing production series as well as stimulating demand for the purchase of domestic components and assemblies.

The meeting also addressed staffing issues. According to the Presidential Plenipotentiary Envoy to the Siberian Federal District, Anatoly Seryshev, the industry needs to attract more qualified personnel. The Siberian State University of Water Transport is the only university east of the Urals that trains specialists in shipbuilding. Despite the presence of such a major educational institution in the district, enterprises still face a labor shortage, with design engineers being in particularly short supply. Young specialists trained in Siberia leave for the European part of the country to seek employment at maritime rather than river shipbuilding enterprises.

Vladimir Mazur, Governor of the Tomsk region, noted that for the first time, the Tomsk region had become a platform for discussing the development and production of ship component equipment. The choice of venue is only logical, the Head of the region emphasized.

"It is in our region that the largest shipbuilding enterprise in the Siberian Federal District, the Samus Shipbuilding and Ship Repair Yard, operates. The enterprise has its own manufacturing resources necessary for the output of high-quality marine engineering products that satisfy the requirements of the civil fleet," Vladimir Mazur stated.

Vladimir Mazur emphasized that Tomsk companies are ready to supply the Russian shipbuilding sector with other components as well: cable and wire products, batteries, lighting fixtures, a variety of navigation equipment, and many others.

Thus, the potential of the Tomsk electronics and unmanned technologies industrial cluster, created in the Tomsk region with the participation of the Ministry of Industry and Trade of the Russian Federation, can be harnessed to solve production and technological challenges and develop new products.
