The Tomsk region ranked second in investment growth rate in the Siberian Federal District. Fixed asset investment across the full range of organizations of the Tomsk region grew by 28 billion rubles, reaching a total of 213.5 billion rubles. The physical volume index of fixed asset investment for 2025 stood at 101.4% relative to the same period of 2024 in comparable prices.

At the same time, the region’s figure exceeds the Russian average by 3.7 percentage points. Thus, for the third consecutive year, investment activity in the Tomsk region has remained above the national average.

Maintaining this positive momentum amid the current economic situation has been achieved through the implementation of several major investment projects, the construction of production facilities in the Special Economic Zone, the establishment of new cooperation chains and a multitude of small but high-tech projects.

The region continues to implement the construction project of the BREST-OD-300, a fast-neutron experimental and demonstration reactor; this involves new Generation IV nuclear technology with no analogues in the world. Last year, a farm was commissioned in the village of Bolshe-Dorokhovo, and the only waste-sorting facility east of the Urals was launched. Active construction continued on the pilot chemical production facilities of NovoChem LLC and National Gas Company – Tomsk LLC, alongside the expansion and modernization of production capacities of Tomsk mechanical engineering and electronics enterprises.

The region's economy continues to move away from commodity dependence: within the fixed asset investment structure, the largest share is directed to manufacturing – 30.8%, followed by mining and quarrying at 28.4%, transportation and storage at 11.7% (including pipeline transport at 9.2%), real estate operations at 5.4%, and electricity, gas and steam supply at 5%.

The primary source of funding for fixed asset investments by large and medium-sized organizations in the Tomsk Region was their own funds, totaling 156.9 billion rubles, or 83%. Attracted funds amounted to 32 billion rubles, or 17%.
