Electricity

Tomsk region energy system is one of the crucial branch of region economic. In 2016 a Schematic model and programm of energy system development for 2017-2021 period adopted.

Electricity distribution through the region territory is carried out by electric networks with voltage from 0,4 kV to 220 kV. With neighboring power systems the area is connected via VL 500 and 220 kV:

- with Krasnoyarsk power system: 500 kV Overhead Line Itatskaya - Tomskaya;

- with Kuzbass power system: 500 kV HVL Novo-Anzherskaya - Tomskaya, 220 kV VLNK Novo-Anzherskaya - Vostochnaya, the 220 kV overhead line Novo-Anzherskaya - Zonalnaya, the HV-line 110 kV Yashkinskaya - Suranovo; VL 35 kV Zarya - Voznesenka;

with Novosibirsk power system: VL 110 kV Boyarskaya - Chilino with a branch to the substation Kandaurovskaya.

Power grid also has a connection with the UES of Ural (Tyumen power system) over the two-circuit 220 kV HV line Nizhnevartovskaya GRES - Sovetsko-Sosninskaya.

Total length of HVL 110 kV and above is 7619.5 km (in single-circuit version). One PS 500/220 kV with installed capacity of autotransformers 1002 MVA and 104 110-220 kV substations with installed capacity of 7,669.3 MVA transformers is operated on the region territory.

 The main system-forming line of  Tomsk power system is a two-chain overhead line 220 kV Tomsk-Volodino-Parabel-Soviet-Sosninskaya over 770 km long. Due to the large length and low throughput, this line can not serve as a transit line for the parallel operation of the unified energy system of Siberia and the united power system of the Urals. Currently, the point of separation of electric flows of these power systems is PS 220 kV Parabel, thereby consumers of  Tomsk region north of this substation receive electricity from Tyumen energy system.

Main entities of power industry forming the regional energy system of Tomsk Region are following:

  • Tomsk branch of AO TGC-11 managing three energy sources, namely, Tomsk GRES-2 (Pnom of 331 MW), Tomsk TETs-3 (Pnom of 140 MW) and Tomsk PRC (Pnom of 14.7 MW);
  • AO Siberian Group of Chemical Enterprises managing 549 MW thermal power plants and  corresponding 35-110 kV overhead lines;
  • Branch of PAO FSK EES. Tomsk PMES is managed by the PAO FSC EES MES of Siberia.  The branch operates 220-500 kV grids. The power system is connected to the united power system of Siberia through the 500 kV grid and with the united energy system of the Urals through the 220 kV grid. The length (the length of the Tomsk double-circuit 220 kV overhead line Parabel - Nizhnevartovsk GRES is 807 km), poor connection with Tyumen energy system and lack of redundancy are considered major disadvantages of the backbone network;
  • PAO Tomskaya raspredelitelnaya compania is managed by OOO ERDF Vostok. The company operates company-owned 35-110 kV grids that distribute electric energy to regional consumers. The distribution grid is constructed by circumferential and radial connections. The company encompasses mainly regional center grids and three territorial directorates.

In 2016 Shinguinskaya GTES (24 MW)  with 4 units of 6 MW each had put into operation at oil and gas industry facilities.

In the power grid complex of the region, a number of facilities were reconstructed, which made it possible to increase the reliability of power supply to region's consumers and create a reserve of transformer capacity to connect new consumers. Work on monitoring and assistance continued in the implementation of: technical re-equipment of 220 kV Sovetsko-Sosninskaya substation, construction and reconstruction of electric networks of PAO TRK.

 Within the framework of the investment program of PAO FSC EES, measures have been completed for comprehensive reconstruction of the 220 kV substation Sovetsko-Sosninskaya. Also 3 autotransformers with a capacity of 63 MVA each were replaced, for units with an installed capacity of 125 MVA each, which significantly increased the reliability of consumers in oil and gas sector of economy and create a reserve for connecting new consumers.

 At the largest system-forming substation in the region - the 500 kV Tomskaya substation - measures to replace oil circuit breakers with modern gas-insulated ones have been completed, which ultimately will affect the reliability and quality of power supply for consumers in Tomsk region.

At present Severskaya APS with total capacity of 2300 MW is being constructed in Tomsk Region.

Gas

At present gas supply of a part of residential areas in Tomsk Region is provided with natural gas from the backbone gas pipeline Nizhnevartovsky Gas-Processing Plant – Parabel – Kuzbass and with liquefied gas from liquefied gas reservoirs and cylinder units. The gas supply of energy facilities – boiler rooms in towns of Strezhevoy and Kedrovy – is provided with associated gas of oil deposits. The network natural gas is supplied from 22 gas distribution stations (hereinafter – GDS), the average load of which does not exceed 40%.

As of January 1, 2017 about 2,214 km of gas pipeline branches are operates by OOO Gazprom gazoraspredeleniye Tomsk.

Currently, 38,835 households (apartments) had gasified with natural gas and 16,269 households - liquefied gas (LPG). In 2016 realization of natural gas to Tomsk region consumers amounted to 2.3 billion m3, which is higher on 1.7% than the consumption in 2015.

Through Tomsk region gas transmission system, taking into account its own consumption and transit to other regions, it is ensured a transportation of natural gas in volume of about 10 billion m3, of which about 3.5 billion m3 was produced in Tomsk region.

Tomsk region enterprises produced liquefied petroleum gas (LPG) about 152.5 thousand tons. Sales of OOO TD Tomskoblgaz to Tomsk region consumers amounted to 974 tons.

Water

Water pipelines that release water to the population and to budget-financed organizations are available in all six cities and in 297 rural settlements of the region. In general, the region has 498 water pipes and separate water supply networks, of which 363 are leased.

The length of water networks is 3,737.6 km, of which 1,411.2 km (37.8 %) needs to be replaced. Of total length of the water supply network in need of replacement, 349.7 km (42.5 %) are water lines, 875.1 km (36.3%) - street water network, 186.4 km (37.1 %) - intra-quarter and an intraday network. A significant part of the water supply network is operated beyond the set deadline.

In distribution of water supply structure to its consumers, 68.1% of water accounted for population, 10.6% for budget-financed organizations, and 21.3% for other organizations.

The passage of water through sewage treatment plants from the total amount of water supplied to the network was 98.4% compared to 97.8% in 2013.

As a result of state program "Clean Water of Tomsk region" implementation for 2012-2017, reconstruction of a water deironing plant in Chazhmeto village of Kolpashevo District has been completed, which has allowed providing more than 2,000 inhabitants with quality water.

Heat

In Tomsk Region, 152 enterprises supply heat and hot water to population and budget-financed organizations. This organisations have 474 heat sources with a total capacity of 3,824.2 gigacal/h. The main part of all heat supply sources operating in the region at the end of the year are small, low-power sources, the power of which did not exceed 3 gigacal/h. In the total number of sources of heat supply, their share was 81.3%, and in the total amount of heat energy produced, 6.2%.

The largest part of heat supply sources by types of fuel used are sources operating on solid fuels. Of all heat supply sources located in Tomsk region, 298 sources (62.9%) work on solid fuels, 147 (31%) on gas and only 21 (4.4%) on liquid fuels.

The length of thermal and steam networks in the two-pipe calculation at the end of 2014 was 1,582.7 km, of which 607.4 km (38.4%) need replacing, 406.4 km are dilapidated.

Within the framework of  state program "Modernization of the municipal infrastructure of Tomsk region in 2013-2017," 72 utilities were reconstructed to ensure trouble-free operation of the communal complex in the Tomsk region during the heating season.

Telecommunications

According to the development level of telecommunications and communications, Tomsk Region takes one of the leading places in the Russian Federation. Tomsk is a leader of Russia by the number of Internet users per capita.

Sewage System

Waste water disposal from population and budget-financed organizations on the region territory is carried out by 75 independent sewerage networks, 56 of which were leased.

Length of sewage networks is 1324.8 km, of which 760 km (57.4%) needs to be replaced. Of total length of drainage networks in need of replacement, 197.8 km (63.1%) are the main reservoirs, 256.8 km (47.8%) - drainage network, 296.4 km (65.1%) - intra-quarter and inter-yard network.

An installed capacity of treatment facilities in current year was 348.3 thousand m3/day, of which 95.2 thousand m3/day - mechanical cleaning facilities, 266.4 thousand m3/day - biological treatment facilities.

Through the drainage network have processed 54232.9 thousand m3 of wastewater. A sewage passage of  population amounted to 37,839.0 thousand m3 (69.8% of total volume), from budget-financed organizations 6,371.7 thousand m3 (11.7%), from industrial enterprises and from other organizations and other sewers, 10,022.2 thousand m3 (18.5%).

Through the region treatment facilities have processed 72.2 million m3 of wastewater, including 72 thousand m3 were passed a biological treatment.
