September 8, a 300 kg memorial stone was erected for the Latvians who suffered from political repressions in the Soviet Union.

The stone has an inscription in Russian and Latvian: "Let the stone speak and mourn for the Latvians, victims of political repressions." The request to establish the monument was submitted to the Mayor of Tomsk on June 10, 2011 by the head of the Association of Politically Repressed Latvians (LPRA) Gunars Resnais and founder of the Latvian Political Repressions Foundation, movie director Dzintra Geka. On September 5, 2011 the Tomsk City Duma adopted Resolution No. 209 "On erection of a monument."
