Tomsk experience of public–private sector partnerships is being shared with the regions in Siberia

Deputy Governor, Andrey Antonov participated in the Coordination Council for economic policy, finance and investment of the inter-regional Association “the Siberian agreement” in Irkutsk, where he presented a report on Tomsk experience in use of private-public partnership schemes (PPP).

“Many regions of the Siberian Federal District consider the law on private-public partnership as the most logical and efficient one, that is why it was taken as an example when preparing similar laws”. – Andrey Antonov reported. He added that in particular, in Krasnoyarsk Territory a related law is to be adopted, residents of Novosibirsk decided to follow the Tomsk way of dealing with the shortage of places in pre-schools

At the Council meeting the regional representatives discussed ways of improving further use of public–private partnership schemes (PPP). The members of the association “the Siberian agreement” decided to prepare a consolidated appeal to the RF Government to speed up the adoption of the relevant Federal Law.

“The law on private-public partnership –not framework but a detailed one should be adopted this year, otherwise, the regions would be extremely difficult to adapt to changing Federal legislation and some projects involving the use of private-public partnership schemes on may be at risk”, - Andrey Antonov noted.

The law on private-public partnership in Tomsk oblast was adopted by the legislative Duma of Tomsk oblast in November 2012. The project for construction of 15 kindergartens involving the use of private-public partnership schemes is currently being implemented.
