The first multifunctional Centre for Personnel Training in the oil and gas sectors was established in the Tomsk oblast on the basis of the technology and humanities college (Michurina st., 4).

In the near future 42 similar centers will be established in only 19 of 83 constituent entities of the Russian Federation.  In 2014 and in 2015 two similar institutions for personnel training in the area of construction, housing and utilities and in the area of water transportation and navigation will be established in the Tomsk oblast.

The first Tomsk multifunctional center of applied qualifications will combine 10 state-of-the-art laboratories (including the laboratory for research on chemicals and oil, automatics and telemechanics, welding production, etc). In addition the center is equipped with an individually produced rectification column simulator, segregating oil; training equipment for pumping station operators, allowing to simulate all possible emergency situations; simulator complex for real-time training in the use of automated power supply control systems of oil pumping stations.

The Opening Ceremony of the multifunctional Centre on 28 August 2013 provided a start to the work of the Conference of professional education system workers. Discussions on youth entrepreneurship with more than 200 professional education managers, teachers and employers/partners were held as part of the conference, as well as seminars including on topics relating to theory and practices of inclusive education.

The creation of multifunctional centers of applied qualifications providing training based on secondary (complete) general education is regulated by Decree of the President of the Russian Federation No. 599 of 7 May 2012 “On measures on realization of the state policy in the area of education and science”.
