The first industrial cluster has appeared in the Tomsk region

In January 2025, the Tomsk industrial cluster ‘Forest, Timber Processing and Forest Chemistry’ was included in the federal Register of Industrial Clusters.
Monolit-Story LLC, Alliance LLC, Tekhnostroy LLC, Tomsk Furniture Facades LLC, and IE Gagalinsky S.P. became members of the cluster. These companies are implementing import-substituting projects to create manufacture facilities for film-coated OSB-3 and MDF boards for furniture facades and house sets, MDF furniture facades lined with Extramat film, MDF board facades with Nano-Veneer edging, and wooden house sets made of structural insulating panels.
The cluster also plans to build a plant for the manufacture of urea-formaldehyde concentrate with a capacity of 60,000 tonnes of finished products per year. The concentrate is the basis for the production of resins used in the production of OSB and MDF fibreboards.
The purpose of the cluster is to develop co-operation opportunities for the region's enterprises to master the manufacture of new import-substituting products, as well as to attract new partners.
The cost of implementing the projects of the Forest, Timber Processing and Forest Chemistry cluster is almost RUB 8 billion. The number of employees employed at the manufacture facilities is 1,355, and the project implementation period is 2025-2028.
The nearest plans include the creation of clusters of chemistry and radioelectronics. Any company can enter the cluster as a supplier, buyer of products or raw materials for production.
The Industrial Development Fund of the Tomsk region is responsible for managing industrial clusters in the region.
