01.09.2025

The establishment of an industrial cluster in the Tomsk Region was supported by the Federation Council and five federal ministries at a meeting held in Tomsk on March 21st of this year.

This cluster for electronics and unmanned technology brings together 6 projects and 13 organizations, including JSC NPF Mikran, JSC NPP Radar MMS, JSC Cognitive, LLC NPC TESART, LLC LEMZ-T, JSC NIIPP, JSC NPC Polyus, LLC Mechatronics-Tomsk, LLC "STK," LLC "Element Technologies," ANO "NPTS BAS Tomsk region," and LLC "Gazprom Transgaz Tomsk." For the first time, a specialized university in the region has joined the industrial cluster, namely TUSUR.

Cognitive JSC plans to manufacture an unmanned minitractor without a cockpit. LEMZ-T will be responsible for the production of a BAS communication system and radio communication equipment for communication between a ground control center and the unmanned aircraft. Mikran will commence the production of compact mini SME satellite stations for use in remote areas. Radar MMS will manufacture on-board satellite terminals for radio command lines, integrated wireless broadband communication systems for groups of unmanned vehicles, and airborne lidar modules used in cars, special equipment and unmanned aerial vehicles. Gazprom Transgaz Tomsk LLC will serve as the anchor customer for the products of the cluster.

The companies intend to invest one billion rubles in import-substituting industries and produce 6 billion worth of products by 2030. This new cluster will represent a significant step towards achieving import substitution and technological sovereignty throughout the country. Within the cluster, new production facilities will be established, including the production of lidars, which have not been previously manufactured in Russia. Demand for these products is growing annually, including for civilian use.
