First session of the Coordination Council on Innovation Policy of the Interregional Association “Siberian Agreement” in Tomsk Region

The first session of the Coordination Council on Innovation Policy of the interregional association for economic cooperation of the regions of the Russian Federation "Siberian Agreement" (IASA) took place on February 1 in Tomsk. Key work areas for the development of the innovation system in Siberia were discussed.

The session gathered representatives of 11 Siberian regions, 4 of them members of the Association of the Innovative Regions of Russia: Tomsk, Novosibirsk, and Irkutsk Regions, and Krasnoyarsk Krai. The Association currently includes 8 member regions.

The members of the Coordination Council named the key work area the development of and alignment on the principles of the interregional cooperation of the IASA members in innovations, and the development of an action plan to implement the goals of the development strategy for Siberia and the strategy for the innovative development of Russia until 2020.

The members of the Council agreed to adopt the cluster approach as an important part of the innovation policy for Siberia and the policy manifesto. The cluster approach will become the key determinant of the regional and interregional cooperation which takes account of the existing elements of the regional innovation systems.

Recommendations to create regional technology platforms and define proposals to create Siberian technology platforms for various industries were voiced at the session.

It was also decided to work with the municipal entities, enterprises and regional organizations – IASA members – on a possibility to place orders for the energy saving and environmentally friendly LED street and industrial lighting products of Tomsk enterprises such as the Semiconductor Research Institute and the Tomsk Lighting Equipment Factory as part of the initiative to develop mechanisms to boost the demand for the innovative products of Siberian enterprises.
