Town planning scheme for Parabel developed in Tomsk Region

The Tomsk Region Department of Architecture, Construction, and Road Complex is considering the draft town planning scheme for the Parabel rural settlement and preparing for a public hearing.

The document was developed by an engineering company from Omsk – the Siberian Land Resources Research and Manufacturing Center. The designers defined the concept for the development of the settlement until 2030 and proposed solutions to solve the key tasks for this territory – first and foremost development of the housing construction sector and construction of social facilities.

Parabel rural settlement consists of the administrative center – Parabel – and eight villages: Bugry, Kostarevo, Tolmachevo, Kirzavod, Goleschikhino, Sukhushino, Zaozero, Vialovo. Their population is expected to grow to 9,510 by 2020 and to 11,349 by 2030, i.e. by 18.3% and 41.2% respectively versus 2010.

Arkady Shishkin, Chief Architect of Tomsk Region, explained that the housing issues will be resolved by means of rebuilding and compacting the existing residential blocks and developing new territories within the borders of the rural settlement. As a result of the land development initiatives the overall residential area will be expanded by 323.71 ha and will total 677.82 ha. The total area of the settlement will not change – 49,357.7 ha.

The total housing floorage in the settlement by 2020 (2030) will grow to 218,730 sq. m (289,399.5 sq. m), including new floor area of 67,027.5 sq. m (137.697 sq. m). New housing will be detached single-storey houses with associated land plots, and low-rise multi-family units.

According to Arkady Shishkin, the first stage of the town planning scheme implementation project involves construction of social and cultural facilities: two primary schools, two nursery schools for 140 children each, a House of Culture, a picture gallery, a medical center, and a sports hall. The utility infrastructure development plan until 2030 includes reconstruction of the existing and construction of new heat, electricity, and water supply networks as well as sewage and gas supply lines. The town planning scheme also takes into account protection and reconstruction of the existing flood control facilities.
