Tomsk region entered the top-ten list of Russian regions with the highest human development index

UNDP Russia published a report on human development in the Russian Federation – 2013. The experts estimated that the Tomsk region occupies the 9th position among the Russian regions on the human development index.

An overall human development index is calculated based on several indicators: GDP per capita, income index, life expectancy, longevity index, literacy, the percentage of students aged 7-24, education index. The researchers use analysis studies, data from international and national institutions.

Moscow occupies the first place in the list of Russian regions as regards the level of human development index with total index of 0,931. The next are Saint Petersburg and Tumen region - 0,887.  The index of Tomsk region is 0,852 – it is the 9th position in the list. The average Russian figure is 0,843.

A 2013 report “Sustainable development: Rio challenges” presents new approach to development of education and science, improvement in the health, development of a green economy model, sustainability indicators. Special attention is given to improvement of energy, climate and regional policies, the role of civil society in transition to sustainable development.
