“SIBUR” launched a new production of polymer films in Tomsk

The company “BIAKSPLEN” which operates within “SIBUR” Holding put into operation biaxially oriented polypropylene films (ВОРР films) on 6 November.

The solemn ceremony was attended by the Governor of the Tomsk region, Sergey Zhvachkin, the Chairman of the Board of Directors of JSC “SIBUR Holding”, Leonid Mikhelson, the Chairman of the Management Board of JSC “NOVATEK”, Dmitry Konov, the Director General of “SIBUR” and other managers of the Company.

Tomsk production allowed creating more than 150 new jobs. Its construction was carried out with the participation of the Tomsk Region Administration:  in accordance with the resolution of the Governor of Tomsk Region, Sergey Zhvachkin investor, funding more than 1 billion rubles for creating a new production receives tax benefits and regional budget subsidy to refund up to two thirds of all costs.

Opening of a new production of “SIBUR” implies not only creation of high-performance workplaces and inflow of investments, the Governor, Sergey Zhvachkin stressed. – First of all the realization of this project shows the great potential of the petrochemical industry in the region, recognition of our petrochemists’ school. Construction and the launch of the plant for manufacture of ВОРР films – is the next step for creating a petrochemical cluster in the Tomsk region, further development of oil refining and chemical utilization of natural gas”.

“SIBUR” is investing in creation of a new polymer production and is interested in the development of processing. Implementation of such projects increases the guaranteed sale of the company’s polymer materials and allows obtaining additional profit due to production of high value-added products.  We are grateful to the Tomsk region Government for assistance and believe that the project will positively affect the economy of the region due to creation of new jobs and increased tax revenues for the regional budget”. - Leonid Mikhelson said.

ВОРР films (biaxially oriented polypropylene films) are applied in production of flexible packaging for food and non-food products, labels and adhesive tape. Technology of ВОРР film production provides its high elasticity and durability.  ВОРР films have high barrier properties and high resistance for different aggressive media, inert and harmless to the human body or environment.

New production is located on the site of the “SIBUR” company “Tomskneftechim”, which is the main supplier of raw material – polypropylene. Design capacity of the production lines is 38 thousand tons per year. Project investments have already exceeded 2,4 billion roubles.

According to the organization “Market Report”, the volume of ВОРР film consumption on the Russian market amounted to 124 thousand tons per year, demand for these products is increasing at an average rate of 4-5% every year. Commissioning of a new production will enable to fully meet demand of the Russian market for ВОРР films. The enterprise’s products will be sold in the Siberian and Ural Federal Districts, part of this volume will be exported to the CIS countries – Ukraine, Belarus, Kazakhstan, Uzbekistan, countries in Europe – Poland, Italy, France, also to the Baltic countries and Turkey.

The supplier of principal equipment for new production became the company ESOPP (France). The broadest production line in the CIS (8.7 m) countries is available at the plant, allowing to produce surface treated complex 5-layer film, which facilitates overprinting. Auxiliary equipment is supplied by the companies Bonfanti and TRIA (Italy), Kampf (Germany), NGR (Austria).
