Tomsk’s Experience in Working with NCO Acknowledged as Advanced for Russia

The delegation of Tomsk Region participated in IV congress of non-commercial organizations of Russia, which took place in Russian State Library.

On the forum they discussed issues of improvement of the system of state support of socially oriented non-commercial organizations. Experience of Tomsk in this sphere was recognized to be one of the most successful. This can be explained not only by annual increase of the regional grant foundation (it increased from 10 mln in 2011 to 29 mln in 2013) and the number of grant recipients out of the number of public organizations (from 37 organizations in 2001 to 81 in 2013), but the well-arranged system of work with the “third sector” on the regional level.

“The President of the Institute of Civil Society Maria Slobodskaya mocked a lot over the fact that regional NCO are not able to execute applications for grants in a proper way”, said the head of the department of information policy and public relations of Administration of Tomsk Region Aleksey Sevostyanov. “But they know how to communicated with terminally ill children, help people with disabilities, take care of those who need it acutely. The task of the authorities is to help and teach NCO. With this purpose, together with the public foundation “”Centre for Social Development”, we provide our public organizations all required consultations for executing the applications and agreements free of charge”.
