Petrochemical cluster to appear in Tomsk region

Tomsk petrochemical cluster will be created based on the Northern industrial hub on the Northern ground of special economic zone “Tomsk”.

This was announced by Alexey Knyazev, deputy governor of the Tomsk region for science-educational complex and innovation policy, during the offsite meeting of the federal working group for the actualization of the INO Tomsk 2020 concept.

“The region has the infrastructure necessary for the cluster, from major industrial organizations and scientific and educational schools to the special economic zone “Tomsk” and industrial park. Enterprises, that will be included in the cluster, will be the most technologically advanced in the industry,” said vice-governor Alexey Knyazev, “and the main selection criterion for its residents will be consistent efficiency.”

The cluster is supposed to be formed out of Tomskneftekhim LLC, Vostokgazprom JSC subsidiary – Sibmetakhim, resident of Tomsk SEZ NIITEK TPU-Bureniye, oil refinery for petrochemical industries Linas Oil Refinery, Reasib, producer of chemical agents for slush, producer of  liquefied natural gas with 300 thousand tonnes per year capacity.

The cluster will feature the production of polymer sorbents for uranium technologies, noble metals and water-treatment of nuclear and thermal power stations, along with the establishment of the ion-exchange resin production for the nuclear industry project. The cluster will also feature low-tonnage chemicals production – of glyoxalic and glycolic acid, which is presently non-existent in Russia.

Sergey Komyshan, board member of Sibur LLC said that Tomsk fuel and petrochemical refinery will be able to supply components for the production of resident companies.  

According to the deputy governor, the major cluster’s project will be the advanced refining of oil products. Alexey Knyazev has also pointed out that the world’s top complex industrial solutions developer in the field of engineering, software – LUDAN Israel holding – is ready to participate in cluster development as a strategic consultant, the developer of technical and economic justifications and  business plans for the whole cluster and its separate enterprises.
