Four-star hotel in SEZ “Tomsk”

The construction of social facilities – sports center and four-star hotel on the Southern ground of the Special Economic Zone of technical and development type “Tomsk” might happen in the foreseeable future.

On the supervisory council of SEZ “Tomsk”, June 2, the construction of social facilities – sports center and four-star hotel for 50 guests on the Southern ground of the Special Economic Zone of technical and development type “Tomsk” has been discussed.  The first phase construction – tennis center – is planned for 2016, the second phase - hotel - for 2018. The total amount of investment is estimated as 65 million rubles.  

The project is referred for consideration to the Ministry of economic development and trade of the Russian Federation. If everything goes as planned and the project is approved, then for the first time in the 10 year history of Tomsk SEZ, social infrastructure facilities will appear here.

The investor’s proposal will be considered in the Ministry of economic development and trade of the Russian Federation along with other June applications and business plans of SEZ “Tomsk” potential residents, amounting to 1.3 billion rubles.

The area planning of SEZ “Tomsk” initially had space for social infrastructure facilities, including public housing area, sports and other objects. However their construction is only beginning now.  

Recent amendments to the Russian SEZ law in enabled local authorities to consider applications of private investors, candidates for the construction of SEZ facilities.  

Tomsk waited for the amendments impatiently, because for special technology development economic areas appropriate convenient environment is important. Highly-skilled professionals are the main objective here, and they have special requirements for their work place. Regions and even countries are competing to get such workforce.

According to the Tomsk SEZ development predictions, by 2017 investment it its development shall reach ten billion rubles per year, and the total number of jobs will amount to seven thousand.

Alexey Knyazev, deputy governor of the Tomsk region for science-educational complex and innovation policy: “During the Moscow meeting for the development of special economic zones we were told that regional authorities will soon have more power to manage SEZ. This means that we will be able to solve issues quicker and more efficiently. Residents today need not only tax and customs reliefs, but also advanced infrastructure — congress centers, exhibition and meeting facilities, restaurants, hotels, sports facilities, parks and kindergartens.”
