Moscow experts highly appreciated multi-functional software complex of the Tomsk foresters

On September, 24 the vice governor Andrey Knorr conducted a conference call with participation of the RF Presidential Administration Control Directorate Principal Counselor Mikhail Granatkin, head of the Siberian regional center of the Russian Ministry for Civil Defense, Emergencies and Disaster Response Vladimir Svetelsky, representatives of the Federal Agency for Forestry Affairs, Federal State-Funded Institution "Roslesozaschita" and the territorial bodies of the Russian Ministry for Civil Defense, Emergencies and Disaster Response for the Tomsk region.

The specialists from Tomsk have demonstrated the capabilities of their multi-functional software complex, established on the basis of the regional forestry dispatch service to their colleagues, and presented the system of inter-institutional cooperation for the issues of protection and preservation of the forest  reserves and oversight of the timber market.  

"In the Tomsk region where over 80 %  of forest reserves is covered by cosmic and aviation monitoring, in the past two years a clearly defined scheme of interaction of all the services concerning timely detection and extinguishing of forest fires has been elaborated, — stated Andrey Knorr during the conference call. The foresters and the Ministry of Emergencies troops have a common objective — to extinguish the fire as quickly as possible and on minimal area.  Thanks to such approach 75 % of forest fires were extinguished in 2014 within 24 hours, and an average area of fires decreased almost by one third compared to 2013 — from 35.6 to 24.4 ha".

Forest passports of the settlements are aimed at supporting the protection and preservation of the forest reserves: they are now being elaborated in the region after the example of the Vologodskaya region. However, the controversies arising with the law-enforcement bodies in implementation of this project are hampering the process of introducing the passports.  The RF Presidential Administration Control Directorate Principal Counselor Mikhail Granatkin promised the people of Tomsk his assistance in finding the compromise solution and bring the project to its logical completion.   

The participants of the video conference discussed the issues of forest restoration. At the moment the 83% of the work scope for  artificial forests regeneration in the framework of the state contracts have been completed, and by the forest plots lessees — only 40 %. The entrepreneurs explain such a low rate by absence of the planting areas since they go behind in cutting down the rated wood cutting in full scope and free it for planting.     Head of the Federal Forestry Agency department for forest management and regeneration Mikhail Doronin explained that in such cases it is necessary to immediately introduce changes in lease contracts and forests exploitation projects — since July 2014 the forest legislation provides the right to do so. If the lessees simply don't want to comply with the contractual commitments, they shall be deprived of the leasing rights in a judicial proceeding.
