Tomsk region ranks high position in the ratings of investment attractiveness

In the work for increasing the investment attractiveness of the region, emphasis is placed on reducing the periods of providing and improving the service quality for entrepreneurs, developing infrastructure and state support for investors, also introducing and replicating the best global and russian management practices for improvement of comfort conditions of doing business. This work is based on instruction of the Tomsk region Governor Sergey Zhvachkin.
By the results of public opinion of entrepreneurs (based on the National rating of the investment climate), in the Tomsk region the activities of the authorities on registration of legal entities, the work of internet portals about investment activities and support for small businesses were highly appreciated.
So, over the past two years the average time for issuing a building permit decreased in 2.2 times (from 290 to 130 days), registration of property rights - 3.5 times (from 47 to 14 days), setting a land plot on cadastral registration - 30% (from 61 to 44 days), and the number of procedures for obtaining such services as registration of legal entities (18%) and registration of property rights and connection to electricity (10%) also decreased.
In 2016, municipalities were included in work for improving of business climate. Such as Tomsk, Strezhevoi, Seversk, Asinovsky and Tomsk districts are actively implementing the best municipal practices, which included in Atlas developed by the Agency for Strategic Initiatives. Atlas unites management decisions, revealed on the basis of analysis of the most successful experience in improving the investment climate and development of entrepreneurship in Russia.
In 2017, five municipalities will ensure 100% implementation of the best municipal practices in investment sphere. In addition, they will be joined Parabelsky and Verkhneketskiy districts.
Deputy Governor of the Tomsk Region for Investment Policy and Property Relations Yuri Gurdin noted that the Governor set up an important task of forming an integrated system of land resources management. "The unsettled intergovernmental and inter-agency relations in this area, deficiency of full-fledged territorial planning do not allow to provide up-to-date, quality information to investors today," Yuri Gurdin said. - We need complex cadastral work. They are very costly, but we are already preparing projects for surveying the territory of quarters where it is economically expedient to conduct complex cadastral work".
