Expert Council Meeting on Investment Policy and Property Relations

Issues of evaluation of Tomsk Oblast participation in the national assessment of the investment climate on the territory of the Russian Federation on the basis of the results of 2020 were discussed during a regular meeting of the Expert Council of the Deputy Governor of Tomsk Oblast on Investment Policy and Property Relations, as well as the results of the activity of the Tomsk Technological- Innovative Special Economic Zone.

Deputy Governor of Tomsk region for investment policy and property relations Yuri Gurdin noted the urgency of the issue of improving the investment climate in conditions of constant competition between regions, as well as the great importance of feedback from businesses.

Based on the results of participation in the rating, the Tomsk region ranked 15th among 85 regions in 2020, distributed in 29 places. The composite index of the Tomsk region in the rating was 253.3 points. In the Siberian Federal District, the Tomsk region was in the top three.

Tomsk region has achieved the high results in the rating based on the markers of performance evaluation of activities of institutes for business, institutes for export support, work of the council for improvement of investment climate, procedures of registration of property rights and cadastral registration, as well as the investment portal and the Internet portal for small and medium business.

The experts gave a very positive assessment of the work of the Tomsk Oblast Administration in improving the investment climate while pointing out the need to continue work on lowering administrative hurdles and optimizing the means of control and monitoring in the region.

General Director of the Management Company AO OEZ TVT Tomsk Konstantin Kaminsky spoke about the main indicators of the work of the SEZ in 2021, noting that residents show sustainable growth after 2020. Thus, according to the balance sheet for the first half of 2021, residents have invested more than 800 million rubles in their projects, created 100 jobs, and paid 287 million rubles in taxes. Three companies have settled in the SEZ: TopMedia, Kseolab, and Biolit, the latter of which plans to build a production complex on the southern site. A technology developed by NIOST, one of the SEZ residents, became one of the best Russian inventions of the 21st century.

Konstantin Kaminsky gave a detailed report on the progress of infrastructure construction at the northern and southern sites, noting that virtually everything is at the high availability stage or is being commissioned. The management company, in cooperation with the Tomsk Oblast Administration, is working on raising funds necessary for the completion of the construction of the engineering centre, the production facilities of which are already in demand by future users, including from the university sector.

The Engineering Center will make it possible to concentrate the manufacturing competencies of the most sought-after technological processes in one place. It designs and manufactures products from metals, plastics, and composites, prints parts and components of prototypes, R&D models, and industrial prototypes using 3D printing processes with metals and photopolymers, and provides the surface of the parts with functional coatings (electroplating, micro-arc oxidation, ion beam technologies, ion plasma technologies, and others).

In turn, the concentration of manufacturing skills centers in the engineering center of the SEZ will enable high-quality functioning of the center for sharing resources in the Internet of Things (IoT), unmanned transport, artificial intelligence, and other areas.

The participants of the meeting discussed a wide range of issues related to the development of the SEZ - from the possibility of creating a "free zone" for unmanned aircraft on its territory to the scenarios of development of an adjacent territory on the northern territory of the SEZ.
