State-owned companies purchased goods and services worth approximately 46 billion rubles from small businesses in Tomsk. This represents a 93% increase compared to the previous year. In 2023, over 2,000 small and medium-sized enterprises in the Tomsk region supplied the largest customers.

According to current legislation, the largest customers must purchase at least 25% of their total annual volume from small and medium-sized enterprises. Compliance with the quota is monitored by the SME Corporation and regional authorities.

One of the most important business support measures is the guaranteed opportunity for small and medium-sized enterprises to participate in public procurement. The performance increase demonstrates the effectiveness of this support.

Russian Railways, Aeroflot, Rostelecom, and Rosseti are the top customers in terms of purchasing from SMEs.

The largest purchases were for products from manufacturing industries, facilities, and construction works, as well as services related to scientific, engineering, technical, and professional activities.
