Governor Vladimir Mazur Discussed Pace and Prospects of Economic Growth of the Tomsk Oblast at the Meeting on Development of Siberia

On October 4, Governor of the Tomsk Oblast Vladimir Mazur attended the meeting on development of Siberia held in Novosibirsk by Deputy Prime Minister of the Russian Federation Dmitry Patrushev and Presidential Plenipotentiary Envoy to the Siberian Federal District Anatoly Seryshev.

At the meeting the Presidential Plenipotentiary Envoy noted the increasingly larger role of the Siberian Federal District in the modern context.

“Today the district is a pillar for the geopolitical turn to east. It is a hub of the scientific, industrial and natural resources that contribute to the global competitive power of Russia,” Anatoly Seryshev said.

 At the meeting Governor of the Tomsk Oblast Vladimir Mazur reported on the development of the production sector and diversification of the economy due to the processing sector. For 8 months of this year, growth of production of computers, electronic and optical components has increased by 21%, metals – by 12% and machinery and equipment – by 14%. The growth rate in the construction sector for the same period is 13%, and in the metallic ore mining by Ilmenite is 34%.

The head of the region drew special attention to the investment projects: there are over 170 investment projects in the region totaling to RUB 676 billion.

 “We started to implement a new cluster policy to boost the investment activity in the Tomsk Oblast. We are creating 4 industrial clusters with the support of the Ministry of Industry and Trade of Russia. They are “Non-Ferrous and Rare Metals”, “Timber, Timber Processing, and Forest Chemistry”, “Radioelectronics”, and “Chemistry”,” Vladimir Mazur said.

 The Governor noted that these industrial clusters and new jobs require qualified personnel of a new type delivered by 6 Tomsk universities. Given the economy’s growing demand, the universities have increased the intake by 25% compared to 2019: today it is 12.5 thousand first year students only. The intake in the IT field, including engineering, is increasing every year.

Presidential Plenipotentiary Envoy Anatoly Seryshev noted that science and education are traditionally at the core of development of Siberia. The Siberian Branch of the Russian Academy of Sciences and the advanced research centers in the Novosibirsk Oblast, Tomsk Oblast and Irkutsk Oblast, Krasnoyarsk Territory and Kuzbass create a solid academic foundation. The Siberian talent pool is generated by 116 higher education providers.

A program of the scientific and educational cluster is being developed by the government authorities of the Novosibirsk Oblast and Tomsk Oblast to combine the potential of the academic and university science of the District. This will enable to fine-tune science and education to solve the forthcoming all-Siberian challenges.

The priority areas also include development of the public health services and environmental safety as a condition for preservation of the population of Siberia.

“All issues of the strategic development of Siberia are elaborated systematically with the leaders of the constituent entities of Russia, with the involvement of the scientific and expert communities. Much remains to be done. I’m sure the experience of the Siberian regions and support of the Russian President and Government can help us to meet the challenges and ensure extensive development of Siberia as a strategically significant territory of the country,” Anatoly Seryshev summarized.
