Tomsk won the second prize in the national contest "Best Performing City of Russia", Russian Prime Minister Dmitry Medvedev informed at a regular governmental session.

The municipal entities who won the first three prizes in the contest will be awarded Certificates of the Russian Government and monetary awards.

"I congratulate all Tomsk people with this success. This is the result of joint efforts of the municipal government and the citizens. Together, they beautified yards, laid out flower beds, installed Christmas lights and renovated facades. The city worked hard and secured such a high position in the contest for the first time ever," said Tomsk Mayor Nikolay Nikolaychuk.

The contest is held every year by the Ministry of Regional Development for six categories of municipal entities. This time the contest gathered 105 cities. The first place was taken by Saransk. Tomsk and Ulyanovsk shared the second position. It is not the first time Tomsk has taken a prize position in the contest. In 2008, it took the third place and was awarded 3 million rubles.

The city's annual performance is evaluated based on several dozens of criteria, including construction and capital repairs of city's motor roads, delivery on housing and utility construction commitments, beautification, housing upkeep, installation of utility meters and energy saving systems, preparation for the winter season, etc. Tomsk submitted to the contest committee a colorful album-presentation and received a special checking commission.
