South Site of SEZ Will Develop as a New District of Tomsk

The south site of the special economic zone is to be integrated into the city and become a new district of business activity in Tomsk. These were the words of Deputy Governor for science and education sector and innovation policy Aleksey Knyazev at the meeting in SEZ with participation of investors and developers.

The south site has engineering infrastructure, roads and plots of land, however as early as now its residents lack business centres as well as social amenities – hotels, cafes, shops and so on”, said Aleksey Knyazev. “Construction with the budgetary funds is carried out slowly owing to a great number of legal procedures. Meanwhile, the conditions for implementation of various developers’ projects are extremely attractive. We invite all stakeholders to take part in accelerated development of the new city territory”.

According to the Interim General Director of SEZ “Tomsk” Konstantin Kaminsky, at present the legislation is being amended, and these changes annul mandatory creation of the perimeter around the territory of SEZ. Thus, the South site of Tomsk SEZ, having communications and good transport availability, becomes open for creation of full-scale infrastructure of a city type. The territory of SEZ has plots of land dedicated to construction of social amenities. For example, the plot of 5 ha with an existing boiler room, power substation and parking facility serves for construction of an administrative and business centre (ABC). According to the design, which has undergone state assessment procedure, the ABC will have a hotel, shops, cafes and restaurants, a sports and recreation centre, exhibition areas, a conference hall, an affiliate of a bank and so on. The investors can also assess the prospect of construction of a multifunctional sports centre, opening of public catering centres of various formats (cafes, restaurants, fast-courts), participation on building up of public residential areas (two- and five-storey houses for rendering hotel services) and creation of technology parks.

Significant incentives are provided for investors which implement projects in the territory of SEZ. For example, the land lease here will make up 0.002 % of the cadaster cost (in fact, several rubles per ha a year), connection to engineering communications will be free of charge, while plots of land will be allotted without any tender procedures.

“Residents demand a hotel, cafes and other amenities as early as now, when more than a thousand people work in SEZ on the permanent basis. In two years the number of people here will increase three times”, underlined Aleksey Knyzaev addressing participants of the meeting, where managers of banks, construction and production companies, developers, retailers and restaurateurs took part.

Vice-Governor also stated that in a month a prospective plan for development of SEZ “Tomsk” was to be prepared and submitted to the supervision council. “Now it is the proper time to start negotiations on implementation of their projects at such an attractive site as SEZ territory”, said Aleksey Knyazev to Tomsk businessmen.

Nowadays SEZ “Tomsk” has completed construction of the engineering and transport infrastructure, built the Scientific Introduction, Engineering and Biotechnology Centres. Now they design an exhibitory centre (the beginning of the construction is 2014) and a building for engineering companies (2015). By 2020 7 thousand jobs are to be created in the territory of SEZ; the investments of residents in SEZ by that time will amount to 25 billion rubles.
