The Regional Authorities start a New Investment Project in Partnership with "Sibur"

Sergey Zhvachkin, the governor of the Tomsk Region, signed the investment agreement with OJSC "Sibur Holding" and LLC "Tomskneftekhim" on realization of the project on polymers production development. The total volume of investments from the investment companies will amount to 8 billion 225 million rubles.

The day before on January 16th, on the offsite meeting of the budget financing and economic committee of the Legislative Duma of the Tomsk Region the investment project was given to Deputies. The Vice governors Leonid Reznikov and Yuri Gurdin attended the meeting.

The offered pattern for obtaining of the governmental support is provided by the regional regulations and similar to the project on construction of the BOPP - film production when the regional budget subsidies are due to the growth of the tax payments on the enterprises profit tax from investors. According to Yuri Gurdin, the Deputy Governor, upon condition of governmental support, the total tax revenues to the consolidated budget for the period 2014-2020, will amount to 8.6 billion rubles; in addition the budget effect on project realization for this constituted 1.5 billion rubles.

“As a result of budget realization, we will strengthen the status of "Tomskneftekhim" as a high technological company, the attractive employer and responsible tax payer in the region. Besides, the site reconstruction will become the first step to creation of the large oil and gas cluster for further development of oil refining and chemical utilization of natural gas in the Tomsk Region”, reported Leonid Reznikov, the Vice Governor for industry and fuel and energy complex.

The examples of reconstruction include two main sites: manufacturing of polypropylene and polyethylene of high pressure. Due to the implementation of up-to-date technologies the total volume of manufacturing of polyethylene and polypropylene of high pressure within the period from 2014 to 2017 will increase by 10.5%, to 410 thousand tons per year.

According to Roman Tumasiev, it is planned to drive up to the rated capacity of polypropylene manufacturing in 2015, polyethylene manufacturing – in 2016.

“Except for capacities enhancement we replace all the volume of polypropylene and polyethylene gross production for the products with better characteristics, - says Roman Tumasiev. – This will allow us to increase significantly our competitiveness on the Tomsk Sibur site in changing conditions on the Russian market of polymers.”

The reconstruction will embrace the significant part of technological junctions of polymer manufacturing which will be replaced or updated. At the moment the base project is completed, the design of the documentation started, and the contracts for manufacturing of the equipment with long lead time are signed.
