Tomsk region openness rating increase by a third

Tomsk region has gone from 56th to 24th position in the rating of regions openness, prepared by Freedom of information fund with the aid of Open government.

The result was achieved through a range of organizational measures, taken by Tomsk region authorities under direction of governor advisor Natalya Maslova.

Departments of information policy and information community development arranged seminars dedicated to open authorities and development of information resources of official Tomsk region administration website.

Error correction has been made, making it possible to increase openness of the region authorities by 30 % and reaching up to 61 %. The representatives of regional authorities got access to first-time rating of websites and data set, get recommendations from the fund experts and correct mistakes before the publication of final results of social audit.

Tomsk region governor Sergey Zhvachkin: “We’re consistently pursuing openness of the authorities, and here executive authorities resources play the key role.” The head of the region gave orders to eliminate the flaws of authorities websites and in 2015 reach higher rating position.

At the moment the most open regions are Rostov and Ulyanovsk regions, where openness is 100 %, the second and the third place is for Tula region and the Khanty-Mansiysk Autonomous Region with 94,4 % and 92,5 % respectively. Among the Siberian regions in the openness rating Tomsk region (24th place) is surpassed only by Krasnoyarsk territory (8th place) and Khakassia (23rd place). Kemerovo region takes 26th position, Altai territory — 34th, Buryatia — 45th, Omsk region — 46th, Novosibirsk region — 48th, Irkutsk region — 58th, Zabaykalsky territory — 61st, Altai Republic — 72nd, Tuva — 79th.

Openness of the authorities and open data work are the key mechanisms of open government. Open government is a system of principles and mechanisms of organizing the work of authorities, based on acknowledgement that information technologies and new means of communication have complicated social processes and require implementation of modern technologies if interaction between public institutes and society. Intensity of information exchange in the society requires public administration system to be a lot more open for better living, sustainable development and competitiveness of the country.
