The largest shopping mall to be built in Tomsk by 2016

The Investment Committee of Tomsk City Administration headed by Mayor of the city of Tomsk Ivan Klein supported Zetta-Invest project for construction of a shopping mall in the northern part of the city of Tomsk at Kuzovlevsky highway and Sosnovy Bor. The mall to be commissioned in 2016.

As reported by Press-office of the Tomsk City Administration a territory of Kuzovlevsky highway and Sosnovy Bor is quite adequate for placement of a multifunctional shopping mall with ice skating rink, cinema and coffee houses.

"Tomsk is actively developing. Tomsk region Administration has approved an agglomeration program to integrate Tomsk, Seversk and nearby communities. A construction of a large residential district is planned at Sosnovy Bor. Shopping mall project may become a serious booster for development of this territory", - explained Elena Ignatenko, the Company Director.

The project calls for making a back-up road with slip lanes and a road junction. Investors expressed their readiness to improve the forest land located at the south-west part of the area in question at their expense. That includes a parkland with rides, racing tracks, observation wheel, bicycle tracks, skate park and outdoor sport facilities.

According to the commercial concept of the project 70% of the mall areas will be given to large federal networks. As reported earlier, “Respublika” book store, the first outside Moscow, will be located here. The developer would like to have Leroy Merlin among the main tenants. The total mall area will make 120-140 thousand sq.m. This said the total area of the malls existing in Tomsk is only 34 thousand sq.m (63 sq.m per 1000 citizens).

As Elena Ignatenko said, the negotiations are under way with potential anchors such as Ashan and O'key grocery supermarkets. Preliminary agreements are also reached with prominent construction supermarkets. The amusement area will hold a multi-screen movie theater, restaurants, cafes and an ice-skating rink.

The project is to be delivered in 1H 2016. Tentative investment scope is RUB 4.5 - 5 billion, and payback period is 6-7 years.

The project will create at least 500 jobs. The investor will contribute to the budget approximately RUB 9 billion of VAT, property tax and income tax for the next 10 years.

For successful realization of the project Zetta-Invest company requested Tomsk City Administration to formalize a land plot, remove any encumbrance, change the existing zoning and provide the leasehold.

At the end of the meeting Ivan Klein, the Mayor of the city of Tomsk noted that city administration is interested in large investments to the city. He also promised to support the realization of such investment projects.

The Mayor instructed the administration to: update the Sosnovy Bor layout project, formalize the relevant lands for the shopping mall and civil construction. On behalf of Tomsk City Administration the project will be monitored by Mikhail Ratner, Head of Department for Economic Development and Municipal Property Management.

Zetta, Ltd. is a Krasnoyarsk company dealing with motor transportation. Co-owner and general director of Zetta, Ltd. is Igor Isakov. The list of people associated with project development also includes Maxim Golomazdin, a former member of the Krasnoyarskenergogorstroy Board of Directors. Zetta-Invest company is registered in the city Tomsk for development of this new project only.
