Number Of State Support Measures For Tomsk Farmers Increases In 2022

According to the decision of the Russian Federation Government, a 100% subsidizing for the base rate is provided for the short-term credits, given out after May 15th, 2022.  The banks of the Tomsk Region received 174.8 mln rubles from the federal budget for covering this type of preferential financing of farmers.

Besides, five counties of the region received a federal subsidy this year – 11.2 mln rubles for the projects of land lot division, particularly, of the unclaimed shares (7.9 thousand hectares).  The land will be used for agricultural investment projects.

10.4 mln rubles was directed towards supporting the enterprises connected with bread making.  The funds are used for reimbursement of costs connected with bread realization – at a rate of 2.5 thousand rubles per ton.

A program of subsidizing improvement of land for farms, which work with vegetables and potatoes started working in 2022.  The enterprises can reimburse up to 50% of the cost of labor and equipment at the expense of state support.

A cheese factory in the village of Yagodnoye in Asino county passed the preliminary selection for the first competition for receiving an agro-tourism grant.  The enterprise will receive 6.5 mln roubles for the beautification of the infrastructure.

Starting in 2024 farms which purchase vegetable produce from private farm holdings will receive state support, notably, the citizens of the private farm holdings will have to have been registered as self-employed for at least 12 months. 

The regional authorities also provided considerable help for the farmers in 2022.  For example, 50 mln roubles have been allotted for reimbursement of costs for purchasing machinery for production of potatoes and field vegetables.

Provisions have been made for subsidizing large, high-energy consumption, multifunctional machinery, and giving 50 percent subsidy for replacing equipment for stock breeding complexes that work with dairy products when modernizing farms.

Farms which conduct processing and realization of milk receive subsidies without delay.  Notably, the time for selection has gone down from 20 to 10 days.  The volume of subsidy for purchasing elite seeds has grown by 20-30%.

AO TomskAgroInvest has received additional funds for financing small farms for conducting field works, including support for new individual entrepreneurs and peasant farm enterprises, created in 2021-2022.
